P0720 code RPM needle goes from 0 to 20

2003 Dodge GrandCarv eng code p0720 needle goes from 0 to 20 (MPH gage)back and forth or stays at 20, while vehicle running at 0 MHP Besides the sensor anything else should I look? ALso I have been driven in the freeway, RPM stays at 600 is that normal ?

P0720 Output speed sensor error

The output speed sensor is used by the PCM which converts the output speed signal to the BCM (Body control module) there the signal is sent to the insrtument cluster to display the vehicle speed..The output speed sensor replacement whould correct this problem.
