Yes it can , what happens in order for P0011 to occur the cam timing is over advanced, if the camshaft solenoid gets stuck it advances the cam timing , the worse case would be the camshaft timing gear assembly, because this is a hybrid oil maintenance is very important especially when the engine hardly ever turns on.
