How do I troubleshoot a code P3449 on a 2008 Chevrolet Silverado 5.3L V8?

Question

I have a 2008 Chevrolet Silverado 4x4, w/5.3L V8 flex fuel, vin 0 that has developed a P3449 error code. I have attempted to clear it with a scan tool, but it won't clear. My questions are:
How do I troubleshoot this problem?
Where is this solenoid? Can I see/access it from the engine compartment?
Are there any tests I can perform to rule out possibilities?
Any suggestions, diagrams, photos, illustrations will be greatly appreciated.
