2002 Chevrolet Silverado 4.3L V6 with code U1096

Question

im having trouble starting my truck on occasion. i though at first it might be a fuel pump or fuel filter now ever a fuel pressure regulator.
all codes that pop up are c0281, p0128 and now u1096. please help with any suggestions. thanks
