2011 Malibu p0488 reduced power

Question

I have a Chevy Malibu 2011 and the "eng power reduced" light came on today. My husband has a code reader and the code p0488 showed up. The car hesitates at 20 Kim's when I am starting off and if I try to go over 100 Kim's the gas goes but speedometer doesn't really move and the rpms go way up. This all showed up after I got the oil changed at the dealership. Could that have done it. What is this code, what's the cost approx.
