P0500 Ford - excursion

I have a 2001 ford excursion that is throwing a code saying vehicle speed sensor I changed that and the speedometer still is not working and it's still showing code and after clearing the codes too

P0500 Vehicle speed signal input malfunction

The vehicle speed sensor, the one at the rear axle not the transmission area.When the signal is generated it goes to the WABS (ABS moduel) then the GEM  module then distributes to other module which would be the PCM for the speedometer. Check the operation of the average fuel economy at the instrument panel and does it operate? and this check the GEM module at least. You would need to get a GEM codes whcih are the "B" body code and the ABS codes.
