P0130 Volkswagen - replaced O2 sensor still have fault. What next ?

Hi, on my 1.8t I keep getting the p0130 fault code. I replaced the O2 sensor but no different. Cleared the code but it returns. It doesn't seem to be registering any voltage at all. All wires etc look intact. Any ideas what to look at next ?
