Why did my dealership fix on problem and not the other one?

I just recently got fix my O2 sensor about a month ago. Then the P2096 should have gotten fix. My dealership never fix that problem until this month when my light came on. Shouldn't they fix it when the same code came on twice?
Vehicle: 2005 accent hyundai
