Could i be getting code P0700 because the tranny oil is dirty/low and need new filter?

The car was serviced 3 wks ago with a multipoint inspection and they said my fluids were dirty but they never changed it. 2 weeks later the car started moving slowly on acceleration (as if it were going uphill), the check engine light came on and the D4 light was flashing.
