What is the spring plunger inside the gas cap supposed to do?

Diag showing code P0041, most common cause is loose gas cap. Cap seems to tighten like it always has, yet Check Engine light is on. Has the spring loaded plunger inside possibly failed to allow the cap to seal/vent properly?

Vehicle: 2008, Kia, Rondo, 6 cyl
