why wont evap code reset after battery being disconnectrd

battery was disconnected for about 8 months when it was reconnected and taken for emission testing computer is not reading evap system

For  to run a EVAP system the fuel tank has to have more than 1/4 fuel and less than 3/4 fuel. EVAP monitor are difficult to set, being a year 2000 if this monitor is not set you may still be able to get the emission test and pass even with this monitor not set.
