P0606 code 2005 Toyota 4Runner 6 Cyl.

Engine light came on in 2005 Toyota 4runner, code reader says it is P0606, also shows a zero volt output from the bank2 oxygen sensor, which is on passenger side. Expected output is about 0.3 volts. Car was at Toyota dealership for 60 days and they could not fix it!! They tried swapping out ECM, changing oxygen sensor, other stuff. Nothing worked and they finally admitted they could not fix it. Return car and refunded all charges. After getting car back we have checked the oxygen sensor. It is getting heater voltage and sensor is putting out signal so there seems to be nothing wrong with the sensor. Any ideas?
