pulling code P0846 2002 neon auto

Question

I have replaced the in and out speed sensor, tcm, oil filter, was going to test the pressure but don't know where the damn mainline plug. When the rpm's get up to shift to 2nd it locks up like you slam on the breaks.. The ck engine doesn't come on just plugged my OBDll in..to get the code.
