what is a VTCS solenoid valve, is it the same as a EGR valve?

I have code p1569, im tryning to find out what is a VTCS solenoid, I would like to pruchase one but no one knows what it is.

Vehicle: 2001 mazda protoge

It is not the same is a EGR 

see picture below, I would check all the hoses and check or cracked, broken or loose hoses.
