does the fuse blow out because of a bad o2 sensor

Possible , Both P0141 and P0161 share a common power source and is fuse protected, It would be the heater circuit , With both downstream 02 sensor disconnected replace the fuse, (Key on engine off)  if the fuse blow with the 02 disconnected your short is in the harness and not the 02 sensor.
