User control via the OBDII Connector

Question

Hello- Would I be able to read information and exercise items like: blow the horn, flash the lights or see if the Door is open, with a custom external controller (digital) connected via the OBDII connector? -Thank you for your answer-

It is possible, but you will need a very high end computer made for that exact model car. A universal OBD-II reader wont work.
