P0720 1998 Ford F150 - what is the most common fix is it the oss or the vss?

Im trying to get my truck smogged but this code shows up i have changed the oss and the problem is still there and it shift in and out of od and into neutral

P0720 Insufficient input from output shaft speed sensor

With this code condition what you will have is harsh and abnormal shifts, the main cause of this is poor mating connection ,this connection comes up alon the transmission bell housing, may time a poor connection can be made proper by disconnecting and reconnecting,
