P1271 Chevrolet -what is causing this code?

Question

I have replaced the fan clutch...the throttlebody and the accelerator pedal!! the code p1271 with the reduced engine power and the engine light keeps coming up...I am at a complete loss...the wiring harnesses seem to be fine...any more suggestions would be greatly appreciated.
