P0430 Dodge -

Question

I have a 2006 Dodge Dakota 4.7L. The engine light was on and i hooked up my scanner to it and it was reading the code P0430 catalyst efficiency below threshold. Do you know what exactly I may be looking at? When I started the engine this morning the RPM's were fluctiuating really bad while I was letting it warm up too. Could this be most likely a O2 sensor?

Starting the engine when it is cold the 02 sensor are ignored until it reaches it warm up temperature,  Do MAF and a throttle body cleaning, A fluctuating RPM can contribute to a catalyst low efficiency condition.
