replaced all componets plus canister 3 smoke test no leaks still same codes

2000 toyota solara 2.2 replaced all evap components including canister 3 smoke test no leaks hands in air please help

P0440 Evaporative emission control system malfunction

P0441 Evaporative emission control system incorrect purge flow

P0446 Evaporative emission control system vent control circuit malfunction

There has been a TSB for this condition at one time. what happen you the canister closed valve vacuum switching valve has been change or updated part.The TSB is titled MIL on P0440 / P0441 / P0446. TSB # EG013R-03. Another cause for  these code condition has always been with the aircleaner air duct. where it rips and causes P0441 to code up and the rest of the EVAP 2 code conditions follow
