There is a TSB from Toyota for these code condition TSB # PG001-05.. You will will spend more time troubleshooting this code. if there is no disconnected purge valve hose. or evap hose , and there is a proper fuel cap. There are 3 problem area with the VSV valve. the vent area , the canister area, and pressure switching. The problem is with the VSV for the CCV.
