When the short runner solenoid is short to ground a replacement runner is needed. What usually causes the short runner too short to ground is a binding valve. When you remove the short runner valve it is important you check the runner for binding'

Here a screwdriver is used with the runner solenoid removed. it should be able to swing at least 1/4 if it cannot the running valves are binding, and the intake will need to be replaced.
