Where is usually a short circuit between the PTC 30A fuse and the EFE heater?

I've attempted to figure out why my GEO Metro is running poorly. Recently found out my PTC 30A fuse keeps blowing out at each attempt at starting it. It won't go over 35mph, and when it doesn't, the engine RPM doesn't go up. It's hard to start and at the most random time it would run decent but just die. My car also has the code P1250.
