I have already changed the bank 1 sensor 3 on this 2006 mazda 3 2.3l non turbo and checked the wiring the best I can but it appears that there is very low or no voltage to the o2 heater circuit. Is there a fuse and where is it located or do you think it is something else. Every once in a while I also get a code for the intake cam timing is retarded but I don,t get this very often.

P0043 Rear H02S heater circuit low input

Yes the heater circuit is fused it recieves (B+) battery voltage on the heater circuit the G/R (green / red)  this is from the main relay. The fuse is in the engine fuse box listed as ENG BAR 4 which is fuse number 32 this is a 10 amp fuse.As for the intake cam timing there are TSB that may also relate to your engine condition for the VVT . TSB # 0101011, this is for VVT engine noise at start up. and TSB # MTIP-09-01-3. this is for memory clearing after VVT repair.
