constant 5volts to sensors

Hi ive got a ford fiesta diesel on a 58 plate non start. ive read the fault memory and the code is P0689.
ive checked fuses all ok, ive checked relays all ok, ive checked all the sensors plug connection and all ok, ive checked power supply to all the plugs and reading a constant 5 volts.
