will B1352 code prevent a vehicle from starting

Ford F450 Powerstroke , 2006 model cranking but not starting. Scan came up with B1352 error. Can a faulty instrument cluster prevent the Truck from starting ?

What this code causes is a battery drain, it can cause a no start due to low battery condition. Recharging the battery may help with starting the engine
