In winter engine wont reach normal operating temp.in summer it is at 210 changed thermostat

Had thermostat changed twice, engine wont reach normal operating temp in winter. IT reaches 180- 210 in summer.

Fan clutch operation plays a important role , when the engine is at operating temperature the clutch fan should have resistance, as compared to when the engine is cold, it should move relatively freely.
