PO 141 02 sensor heater fault bank 1 sensor 2

Question

I just had the transmission rebuilt in the 1998 Chevy Silverado 4x4, then had the engine cleaned, it has only been driven a few miles and the engine light came on and won't pass smog because of this code. could this have been damaged during transmission rebuild and/or engine cleaning? I looked at the sensors they appear connected

This 02 sensor heater element sensor are fused protected, listed as ENG 1 fuse number 21 which is a 20 amp fuse, located in the engine fuse box. This can also just be a degraded 02 sensor.
