Don't see any answers to the question "is the car safe to drive with a P1135 code?"

depends how long you plan on driving it, if you have going to fix it in a few days it should be fine.

first thing to do it replace the oxygen sensor bank 1 sensor 1. if that does not fix the issue the ECM will have to be test (see pictures below)
