how do I fix a high fluctuating idle in 1997 Toyota Camry

In park or neutral the idle keeps fluctuating between 1200 and 2200. It will do this several times and the settle in at about 2000.
When I put the car in gear the rpms drop to about 1200 but when I let off the brake the car jumps forward compared to normal. Without touching the gas it can easily get up to 30 mph easily.

Unfortunately there are many thing that can cause that problem. You could start by cleaning the throttle body and if possible change the spark plugs.
