can a bad o2 sensor throw a p0420 code in a 2004 beetle 2.0 ltr?

code p0420 comes back not sure if 02 sensor or cat?

Most likely the catalytic converter is bad, but there is a small possibilty the oxygen sensor is bad if you dont have any other issues with the car.
