What does my check engine code mean?

I keep getting a P0420 $07E8 generic code that says Catalyst System Efficiency Below Threshold Bank 1. Do I need to replace the catalytic converter or should I start with O2 sensors?

Although the O2 sensor could cause the problem, the problem is more than likely the catalytic converter.
