P0551 Dodge - PT Cruiser failed inspection

Question

I failed the state inspection with this code. It is being listed as an emission problem. I don't understand how or why. thanks

P0551 Power steering switch failure

The Check engine light / Mil light is to protect the catalytic convertor, The catalytic convertor is used to clean emission to protect the enviroment, The catyalytic can only handle so much emission that a vehicle puts out, which is calibrated to your vehicle, The power steering switch is used to improve idle quality by causing readjustment to the engine speed as necessary,as steering in the power steering system. The power steering switch location  is directly under the rack and pinion
