WHAT DOES P1489 FORD

Question

I am pulling a p1489 code on a mercury mountaineer 06 premier 6cyl. I also pulled p0528. I suspect the fan clutch is bad because my fuse kept blowing out.

15am number 40 under the hood. I unlugged the fan clutch assembly wire from the fan clutch and the new fuse did not blow. The clutch is not even a month old. Having it replaced. I can that is proballyt why I was getting p0528, but not sure why I am pulling p1489 which shows on my obd as pcv heater circuit. Is the circuit considered a fuse and probally meaning that the pcv runs on the same blown fuse as the clutch fan ?
