P0122 code and TPS 1 voltage low (.2V) at idle; how to troubleshoot further?

Consistent P0122 code and engine runs rough at idle and TPS signal is low (0.2 V). Engine surges at medium throttle and runs strong at full throttle. TPS tests OK off of car. How to isolate problem between wiring/connectors and PCM?

Test TPS signal voltage key on engine off (KOEO) with the MAP sensor on and with the MAP disconnected,
