P0700 Jeep - what causes it to down shift then need to shut vehicle off to get it to shift again?

Will be driving down the road and vehicle will down shift and will stay in that gear until you shut the vehicle off and restart it.

P0700 Transmission control system

This code means there is a acitve code in the TCM , it is accompanied by other transmission codes, If there are no other codes accampained this, you may need a reflash of the TCM,these bulletin are about a delayed downshift, bulletin 18-014-04 , and number 21-015-05, this is a delayed shift after a R&R of the transmission cooler .
