p0480 code

it keeps blowing both 30amp fuses for the fan. we have replaced the relays and the temp sensor,powered the fan seperately with a fuse in conjunction an ran it as well. we have taken apart the wiring harness an plugs and examined them. any thoughts on where to go ??
