2003 chevy trailblazer p1481 code showing up .what could be the problem

when I went to have my emissions test done I was told it did not pass because I had a p1481 code showing up ,but nobody could tell me what the problem was

P1481 Cooling fan speed circuit

This is th cooling fan circuit, Because it failed it may be to your advantage, you could of over heated, there is a TSB (technical sevice bulletin ) where he circuit or the fan speed chaffs,TSB  Bulletin 05-06-02-012B date October 9 2006, The bulletin is to replace the cooling fan,

Most people replace the Fan Clutch.  If your cooling fan sounds like an aircraft engine at startup that is the problem.  If not, the bulletin says to repair wire going to the clutch.
