P0750 FORD - Shift A Malfunction , Have replaced twice but still 4th gear will not engage.

Question

I have replaced the shift solenoid pack twice because that was what the scanner said the problem was. But I have replaced them twice thinking that the first one was bad so took it back to the dealer and they gave me a new one , put that one in and same thing. checked all the wiring that I could see and everything looks fine. every time I replaced the packs I also changed the fluid and filter.
Also please note that this transmission changes GREAT on the 1-2 and the 2-3 SHIFTS but just will not go into 4th gear. Also the reverse is great has well. It does not jerk or anything and a lot of times you do not even feel it changing gears the only way yo know it has changed gears is by the RPM's.
Please can anybody give me some real good advice here.

P0750 In order for you to get to fourth gear both SS1 and SS2 solenoids needs to be commanded on,with no fourth gear the solenoids are always off, Here is a shift package in fourth gear both solenoids go on. both solenoids in you transmission is not going on.if all the rest of the gears works, look for why it will not go on across.
