can code P0451 be caused by something preventing the fuel pump to come on

Question

saturn L300 V6. Engine cranks won't start. Don't hear fuel pump. Returned code P0451. Fuse good. Relay good. No power at fuel pump assembly connector. No sign of wiring problem. No security light flashing. No fuel preassure at rail.

No, the P0451 code is for the evaporative system. An evaporative (EVAP) system  code should not effect the fuel pump operation.

How did you test the fuel pump relay? Even if you hear the relay clicking, the relay may still have problems, Try swaping the relay.
