I have read that 2198 and 2196 mean the O2 sensor signal bias/stuck rich.
Does this mean that the injectors are putting out too much fuel?
These sensors are before the cat but are they both sides or just the one?

You check for unmetered air, go to the PCV valve check the PCV valve and vacuum hose for rupture or collapse which will cause a biased signal, Also the fuel pressure regulator pull the vacuum hose that attaches to it and and inspect to see if fuel is leaking out that is going into the intake,
