I got the engine code P2097 on 2003 Mercedes Benz C240 what is the issue?

P2097 The throttle valve is jamming or is stiff

The issue can be with  the throttle actuator, actuator motor, or the ECM. To trouble shoot this situation a scan tool needs to be used,You can also use your hand,  Key on engine off move the throttle valve up to full load , you should not feel any binding,
