Rapid blinking left and right turing signals when light is on!

Hi, I have camry 1999, and I have a problem with turning lights, I have rapid blinking left and right turing signals when head lights are on! But if I turn off head lights, turning lights work normally,
What should I do, I know something is wrong? Thanks for you answer in advance,

First make sure the turn signal lights,and parking lights all work, Because if they are,you have a failed combination switch,The reason when you turn the head lamp on eletricity want to travel to the place of less resistance,By turning off the headlamp,the turn flasher has less eletricicty,by turnin on the headlamp more power goes to the combination switch via headlamp switch

Excuse me, I have checked and my turning lights are all right, but what do you mean parking light? I am not sure which one is parking lights, could you clarify?
Today, I replaced the flasher relay but it did not fix the problem, What can I do now?
