How do I fix my 99 Jetta TDI with Failed emission test code P0380?

P0380 Glow plug heater circuit "A" malfunction

Check the glow plug relay, Its is in the engine fuse junction box , there is a glow plug relay  J 66 marked 180, and also glow plug fuse  S-125,
