P0351 - I already replaced both coils and all spark plugs what else could it be?

The code says its a faulty coil or something like that. I already replaced all the spark plugs and both coils. so I really don't know what else it could be.

P0351 Ignition coil #1,signal too low

Ignition coil 1 signal too low, your dealing with a short circuit to ground,in the signal cable or a open circuit in the signal cable, On the ignition coil terminal number 2 you need to measure for voltage, with the key on,battery voltage should display for 2 seconds,after the ignition switch is on.
