02 GMC Envoy SLT, P1512 code, blowing ETC 23 fuse

Question

Reduce engine power light came on, changed throttle body and ignition switch, code p1512, keep blowing the ETC 23 fuse, wanted to check the C1, C2 & C3 on the PCM before I bought a new PCM, if the C1 & C3 are plugged in it doesnt blow the fuse, but if the C2 is plugged in the ETC 23 fuse blows. WHY....

P01512   ECT control, C1 on the PCM is the blue  some oof the control are APP1 sensor and APP2 ect..

C3 white connection has knock sensor transmission range ect

C2 when you plug it in blows fuse 23 This has injector controls if one injector or its harness is shorted you will get fuse 23 blown, also the MAP sensor  will take out fuse 23,fuel pump relay,02 sensors post and pre. Disconnect each injector and see if 23 blows this includes the fuel pump relay,the 02 sensor,and MAP before you get another PCM
