My Mechanic tried to reset the p0021 code but its still coming back he says to fix it he says the engine must be removed and the timing chain should be replaced and its going to cost me like 3500 bucks. Is this correct?

It's possible, but you should get a second opinion. The code is for the Intake valve timing control solenoid valve, so before you replaced the engine you could try replacing the valve first.
