P0500 TOYOTA -

I have a 02 tundra. no speedo or odometer. I have po 500 code. speed sensor. I changed speed sensor. the three wired on at tail of trans. and speedo cluster. no luck. I have Hot at one of the wires on the three wire speedo conection. no ground when key is on. I have ground when key is off. can anyone help please.

Vehicle: 2002 tundra v-8, 4.7 L
