2005 silverado cooling fans run while engine is off ,code p0480

Question

changed cooling fan 1 relay,it stays enegized. sometimes u can turn the engine off and the fans want come on ,but most of the time the fan contine to run .the fans will start even if the truck has been seating for hrs on there on.
