What make and model is your vehicle? could be the coolant temperature sensor.

When the A/C turns ON the fan will automatically turn ON regardless of the engine temperature to prevent overheating the engine. If the fan comes ON with the A/C, there is no problem with the fan, but the problem is probably with the engine coolant temperature sensor. Also, make sure there are no leaks on the coolant system.
